The Housing Placement Program  in conjunction with The Healing Properties, Inc. provides placement and supportive services to unaccompanied adults and families in scattered site permanent housing in the Columbia area. Our clients come from all walks of life, with diverse backgrounds and stories. Clients who enter our program share two traits, they are homeless and they have a disability. Our case managers work closely in the homes with clients to support independence. Through the Housing Placement Program, clients learn to become self-sufficient, manage their own medical care, housing, budgeting and other needs.

Assessing Eligibility

Persons referred to the Housing Placement Program are required by federal guidelines to meet certain criteria and must be able to pay for rent and utilities based on their income. The person must be homeless as defined by HUD. This means that a person must be living in a temporary or emergency shelter; a place not intended for human habitation; or is being released from an institution with a stay of less than 30 days and was homeless prior to entry.

Potential clients must also meet defined disability guidelines. Some conditions considered as disabling include: physical disabilities which impact the ability to conduct activities of daily living (ADLs), HIV, substance abuse disorder, developmental disabilities and diagnosed mental illness.

Unless the client is a family with minor dependents or partnered with another eligible person, all units are shared.  Unaccompanied adults would share a two bedroom apartment with another adult. Each client would have his or her own bedroom, sharing a common living room, kitchen and bathroom. Persons without income who meet the other criteria will be assessed for services prior to placement.
